US Arrests California Woman Accused of Spying for China on Taiwan President’s Son
U.S. authorities have arrested Wanying Zhang, also known as Heather, on suspicion of spying for China and surveilling the son of Taiwan President Lai Ching-te. Zhang faces a charge of acting as an unregistered foreign agent. According to U.S. authorities, she travelled to Seattle in 2025 at the direction of Chinese officials and gathered information about Lai’s son and his family.

The FBI alleges that Zhang sent Chinese officials photographs, videos and vehicle licence-plate details linked to the surveillance operation. Authorities also say she used methods designed to avoid detection while carrying out the alleged activity. In addition, Zhang had not informed the U.S. government that she was working on behalf of a foreign government, according to the allegations. The FBI arrested Wanying Zhang at Los Angeles International Airport on October 4, shortly before her planned flight to Shanghai. According to the federal complaint, Zhang met a Chinese government official in Changsha in June 2025 and received instructions for a surveillance mission. She later travelled from Las Vegas to Seattle on September 1 with a man identified as “Individual 1.” Investigators say a neighbour’s security camera captured the pair apparently filming Ting-yu Lai, the U.S.-based son of Taiwan President Lai Ching-te, along with his wife and child near a residence.
The complaint says Zhang later told the Chinese official that she had seen the target and recorded video during the operation. She allegedly provided two vehicle licence-plate numbers and sent photographs and videos to a Chinese contact, who reportedly thanked her for the work. In addition, the FBI says Zhang used covert methods to avoid detection and had not disclosed that she was working for a foreign government. Law enforcement sources identified the target as Lai’s son, although the FBI initially did not name him. The case comes amid longstanding China-Taiwan tensions, as Beijing claims Taiwan as its territory and has not ruled out using force. However, the complaint contains allegations only, and Zhang has not been convicted.
