FBI Arrests Woman Over Alleged New York State Capitol Bomb Plot
The FBI has arrested 35-year-old Jessica Bowie of Albany over an alleged plot to bomb the New York State Capitol. Authorities said she had planned to target state lawmakers because she believed certain laws were offensive to Islam. Prosecutors have charged Bowie with providing material support or resources to a designated foreign terrorist organization. The FBI announced her arrest on Thursday, August 20, 2026.

Bowie had been under surveillance for more than a month, according to a federal criminal complaint. During the investigation, she allegedly communicated with FBI informants posing as ISIS facilitators. Agents also identified online accounts linked to Bowie that allegedly contained posts supporting terrorism. Federal investigators then used a lengthy sting operation to uncover the alleged New York State Capitol bomb plot before it could be carried out. Meanwhile, New York Gov. Kathy Hochul said the state had strengthened Capitol security earlier this year amid rising political violence and threats against public officials.
FBI Sting Operation Uncovered the Alleged Capitol Bomb Plot
According to court documents, FBI agents learned around July 16 that Jessica Bowie wanted to attack the New York State Capitol. She allegedly told investigators that she wanted to affect the American system and had visited the Capitol at least five times. During those trips, she reportedly studied security measures and assessed possible locations for an attack. Bowie also allegedly asked an informant for lessons on building an explosive device. Investigators photographed her buying long nails at a hardware store, which prosecutors said she intended to use as shrapnel. She reportedly planned to hide the alleged bomb inside a DoorDash food-delivery bag and appear like a delivery worker before escaping to Syria.
The investigation then moved into an FBI sting operation. Undercover operatives gave Bowie money to purchase materials for an alleged nail bomb. She also allegedly arranged to have an explosive device made and bought some of the required materials herself. The operatives later provided her with a firearm, ammunition and an inert explosive device. Bowie had reportedly recorded messages pledging allegiance to ISIS and had taken dozens of photos during her Capitol surveillance. Authorities arrested her after she left a meeting carrying the items. The operation allowed investigators to track the alleged New York State Capitol bomb plot and intervene before the planned attack could take place.
Prosecutors Say Bowie Wanted to Target Lawmakers
Authorities allege that Jessica Bowie had specifically targeted New York state senators because she reportedly believed their legislation was offensive to Islam. Investigators said she had also considered Albany City Hall as a possible target. However, she eventually focused on the State Capitol. FBI Special Agent in Charge Craig L. Tremaroli said Bowie allegedly wanted more than to kill lawmakers. He said she wanted to cause a wider disruption to government. Prosecutors also allege that Bowie had discussed fleeing the United States after the attack. She had reportedly mentioned possible future attacks on the White House or Times Square.
Court records say Bowie had converted to Islam about five years ago. FBI agents said her online posts supporting terrorism had appeared around May. After her arrest, she allegedly told agents that she expected to go to prison. John Sarcone, first assistant U.S. attorney for the Northern District of New York, called the alleged plot an attack on democracy. The case also highlights the serious threat posed by terrorism and political violence, which can endanger lives, weaken public safety and threaten democratic institutions.
