Germany faces a rising risk of violent conflict with Russia, its foreign intelligence chief has warned. Martin Jäger, head of the Bundesnachrichtendienst (BND), said the confrontation with Moscow had entered a more dangerous phase. He told German lawmakers that Russia was waging an increasingly aggressive “shadow war” against European democracies. Jäger warned that Germany could become directly involved as Russian intelligence activity and other forms of pressure have intensified across Europe.

The warning comes as Germany remains one of Ukraine’s leading supporters and strengthens its security measures. Jäger’s assessment highlights concerns that Russia’s hybrid operations could increase pressure on Germany and create wider risks for European security.
Russia’s Shadow War Puts Germany at Risk as Ukraine War Escalates
BND chief Martin Jäger said Russian intelligence operations in Germany have become increasingly aggressive, while the threat of attacks on German targets remains real and immediate. Germany has also warned about Russian cyberattacks, drone activity, sabotage and other forms of hybrid warfare. Jäger said Moscow could focus on smaller, targeted operations while testing Germany’s response. He also said Russia wants to weaken Berlin’s support for Ukraine, which has made Germany one of Kyiv’s most important allies since Russia launched its full-scale invasion in February 2022.
Jäger also warned that the Ukraine war could become more severe this winter, as Russia seeks to put Ukraine in a weaker position. According to his assessment, Russian President Vladimir Putin can no longer simply end the war without risking political damage at home. He therefore needs to show a military success that can justify the war’s heavy costs. The warning came shortly after Chancellor Friedrich Merz visited Kyiv and reaffirmed Germany’s support for Ukraine while calling on Putin to end the conflict. However, continued sabotage, cyberattacks, targeted military operations and political pressure could gradually increase the risk of a wider confrontation between Russia and the West.
Moscow Rejects Attack Claims as Germany Expands Military Support for Ukraine
The Kremlin has consistently rejected Western allegations of Russian hybrid operations, while German officials have described the Leipzig incident as part of a broader security threat. Russia has rejected accusations that it was behind the attempted drone attack at Leipzig/Halle Airport and has denied plans to attack Germany or other NATO members.
Germany has also deepened its defense cooperation with Ukraine. During his October 4 visit to Kyiv, Merz announced about €1 billion in additional military support, including assistance for air defense, stand-off weapons, combat drones and satellite technology. He also pledged around €350 million to help repair Ukraine’s energy infrastructure before winter. In addition, German and Ukrainian companies agreed to strengthen cooperation in the defense industry, including the production of anti-drone systems. For Moscow, Germany’s growing military support for Kyiv risks deepening the confrontation with Russia, while such accusations could further fuel tensions rather than help bring the war closer to a settlement.
