US Holds Fresh Secret Talks With Myanmar’s Military-Backed Leaders in Tokyo

The United States has held a second round of confidential talks with Myanmar’s military-backed government in Tokyo within about a month. Michael Vance, the US assistant secretary of state for intelligence and research, led the American delegation. The latest meeting followed an earlier round of talks in Naypyidaw, Myanmar’s capital, in mid-September. During that meeting, Vance met Min Aung Hlaing, the country’s military leader who later became president.

Japan’s Foreign Ministry said Tokyo maintains contact with both sides when necessary. The talks could open the door to greater intelligence sharing, maritime security cooperation and logistical access around the Bay of Bengal and the Indian Ocean. They also carry broader strategic significance, as China has established a strong presence in Myanmar.

Myanmar’s Rare Earths and Strategic Location Intensify US-China Rivalry

The United States and China are competing for global influence through trade, technology and critical minerals. Myanmar’s deposits of heavy rare earth elements could help Washington diversify its supply chains and reduce its dependence on China. These minerals are essential for electric vehicles, wind turbines, electronic devices and defense systems. China remains a major buyer and a global leader in rare earth processing. Therefore, access to alternative sources could become an important part of US efforts to strengthen its mineral security.

Myanmar’s strategic location also makes it important in the US-China rivalry. China has built strong economic and infrastructure ties with Myanmar, including the Kyaukphyu deep-sea port and oil and gas pipelines linking the country with Yunnan province. Meanwhile, deeper US engagement could help tackle online scam operations, diversify mineral supplies and strengthen regional partnerships. However, Myanmar’s ongoing civil war and the influence of armed groups in mining areas make cooperation difficult. Its resources and strategic position offer opportunities to both powers, but political instability could limit how far either country can turn those opportunities into lasting gains.

Japan Balances Regional Influence, Business Interests and Diplomatic Ties With Myanmar

Japan is cautiously maintaining diplomatic contacts with Myanmar’s military-backed administration while protecting its economic and regional interests. China’s strong influence in Myanmar adds to the region’s strategic importance, although Japan’s approach is not solely about countering Beijing. Around 300 Japanese companies still operate in Myanmar, down from more than 400 in 2020, making investment protection, business continuity and employee safety important concerns for Tokyo.

In early October 2026, Japan’s acting envoy met Myanmar’s military-backed foreign minister in the first publicly known meeting of its kind. Japan said it maintained contact with both sides and raised issues involving Japanese nationals and companies. In September, ruling-party lawmaker Hiromichi Watanabe also visited Naypyitaw to explore renewed cooperation. Its approach reflects an effort to keep diplomatic channels open while balancing democratic concerns, regional influence and business interests.
