Putin Hosts Witkoff in St Petersburg as Ukraine Peace Push Gathers Pace

Russian President Vladimir Putin welcomed US Special Envoy Steve Witkoff to St Petersburg on Wednesday. The talks took place in the Constantine Palace, a grand imperial building in the Kremlin chief’s home city. Witkoff arrived to review new ideas for ending the war, the deadliest on European soil since World War Two. It was the ninth time the envoy has met Putin in person. The visit also marks Washington’s latest attempt to push both sides toward a settlement.

U.S. envoy Steve Witkoff watches as Jared Kushner shakes hands with Russian President Vladimir Putin, while U.S. officials look on during a diplomatic meeting focused on Ukraine peace talks and the release of a 74-year-old American.

The session opened with a goodwill gesture from Moscow. Russia freed Stephen Hubbard, a retired American school teacher who had been held for years. Hubbard, 74, was waiting at the airport to fly home with Witkoff. Putin informed the envoy of the release at the start of the talks, and Witkoff thanked him. The gesture followed Trump’s remark a day earlier that he had raised the idea with Putin.

Oslo Talks Gave Witkoff a Fresh Framework to Carry to Russia

Witkoff reached Russia a day after meeting Ukrainian President Volodymyr Zelenskiy in Oslo. Leaders of Finland and Norway joined the talks, along with European and NATO representatives. A US official described the discussions as constructive and noted that they made meaningful progress. Topics included security guarantees for Ukraine, a post-war economic plan, and a wider European security structure. Secretary of State Marco Rubio added that Witkoff would share those ideas with the Russian side.

Witkoff aims to create a pathway toward direct trilateral and broader multilateral negotiations. Zelenskiy hopes to settle key questions in a three-way meeting with Putin and Trump. The Kremlin, however, wants any Putin-Zelenskiy meeting prepared carefully by aides beforehand. It argues that much of the groundwork for an overall deal must come first. Kirill Dmitriev, Putin’s investment envoy and key contact on US economic deals, was also set to attend.

Fuel Prices, Starlink Disputes and Trump’s Pressure Shape the Backdrop

Relations between Washington and Kyiv have cooled since Trump announced a diesel export deal with Russia earlier this month. The deal aims to lower prices at home, where high fuel costs since the strikes on Iran have hurt Republicans ahead of November legislative elections. Ukraine has since complained of disrupted intelligence sharing and problems with the Starshield military satellite system. A newspaper report alleged that Elon Musk ordered a slowdown of Ukraine’s military Starlink service, but that claim remains unverified, and Rubio insisted Washington has not cut Kyiv’s access. Zelenskiy noted that the Oslo meeting produced an agreement to resolve those issues.

Trump, meanwhile, remains frustrated with Zelenskiy and he has also suggested that the Ukrainian leader may need to be replaced. Trump argued that Zelenskiy must seek a deal, because Ukrainians will not accept the war much longer. Putin, however, has shown few signs of compromise on his central war aims. These include full Russian control of Donetsk and a bar on NATO membership for Kyiv. Ultimately, the St Petersburg meeting shows how diplomacy and pressure now run side by side. Hubbard’s release delivered a clear human result, yet the core disputes over territory and NATO remain untouched. Any breakthrough will depend on whether the Oslo ideas can grow into a trilateral meeting. Until then, Kyiv’s trust in Washington, and Moscow’s willingness to bend, remain the real tests.
